Econometrica provided general audit support, including statistical sampling and analysis, to Kearney & Company for the audit of the U.S. Marine Corps. As part of its support, Econometrica was responsible for the following:
- Performing all programming and analysis needed to develop a sample strategy for the audit.
- Analyzing quarterly transactional data provided by the U.S. Department of Defense for the purpose of the audit.
- Preparing a quarterly sample in accordance with the sample strategy.
- Analyzing the results of the sample audit.
- Extrapolating those results to the universe of transactions being audited.

BOEM Cost Recovery Fee Study
Client: Bureau of Ocean Energy Management (BOEM)

Econometrica evaluated the Bureau of Ocean Energy Management’s (BOEM) current cost recovery fees to determine whether the full cost of providing a requested service is captured through the relevant fee and recommended adjustments to those fees. The team also recommended new fees for services that BOEM currently provides without charge. Econometrica and our subcontractor used interviews with current BOEM staff, data from BOEM’s databases, and historical documentation of previous work in this area. Econometrica analyzed the impact on BOEM’s budget of changes to current fees and the establishment of the new fees. Our subcontractor studied the administration of the fee recovery programs and the internal controls in place over them within BOEM. Econometrica identified challenges to control of those processes and made recommendations to correct those challenges.
