Econometrica conducted an evaluation of PQRS and the eRx Incentive Program to determine whether the goals were being achieved and to identify opportunities for improvement. The evaluation was based on a web-based survey of eligible professionals and office administrators, telephone interviews of survey respondents, a mail survey of Medicare beneficiaries, claims data analyses, review of published and unpublished articles and studies, and the annual Medicare Physician Fee Schedule. Based on the evaluation findings, Econometrica developed a set of recommendations and submitted them to CMS for approval.
