CMS Medicaid School-Based-Services SBS: Technical Assistance Center (TAC): As the Prime contractor assisting CMS and the U.S. Department of Education (ED), Econometrica ensures that states understand CMS’ Delivering Services in School Based Settings: A Comprehensive Guide to Medicaid Services and Administrative Claiming 2023. Econometrica supports states—including those with significant rural populations—by providing targeted guidance, training, and oversight to strengthen program implementation and compliance. This experience is further reinforced by senior team members’ firsthand rural health experience at the state level, including direct work in rural setting across the United States.
WORKFORCE DEVELOPMENT
Grants Management and Merit Review Support for the Public Health & Informatics (PHIT) Workforce Development Program: Econometrica provides full cycle grants management support to the Office of the National Coordinator for Health Information Technology (ONC) on the Public Health Informatics & Technology (PHIT) Workforce Development Program. The PHIT program is designed to provide funding to institutions of higher education to expand existing programs or develop new programs that focus on training for public health informatics and technology to improve the nationwide public health workforce.
SUSTAINABLE ACCESS
AHRQ Practice-Based Research Networks (PBRN) project: Econometrica supported AHRQ as the prime contractor for an initiative to identify and support the needs of Practice-Based Research Networks (PBRNs), convene a Technical Expert Panel (TEP), and develop new PBRN tools and resources. PBRNs leverage the insights and experiences of practicing clinicians by identifying and addressing pertinent research questions while improving access and sustainability of innovative, evidence-based primary care.
TECH INNOVATION
CMS Open Payments Program Analytics: As the prime contractor, Econometrica provides ongoing support for the Open Payments Program in maximizing program compliance via a suite of data analytics services, including big data processing, machine learning, data visualization, program monitoring, and evaluation and auditing.
INNOVATIVE CARE
CMS Value Incentives and Quality Reporting (VIQR) Appeals project: As the prime contractor, Econometrica supports CMS quality reporting, a requirement for healthcare entities required by law. VIQR appeals support gives CMS the bandwidth to focus on policy development rather than individual appeals.
Meet Our Team of Experts
Jean O’Connor, J.D., Dr.P.H., FACHE, PMP.
Dr. O’Connor serves as the Health Practice Director at Econometrica. She is a health policy professional with 25 years of experience working with federal and state agencies on complex population health problems. In addition to working for the Centers for Disease Control and Prevention (CDC) for 10 years, she served as the Chief Policy Officer and Chronic Disease Prevention Director for the Georgia Department of Health, where her work included collaborations with rural hospitals, businesses, communities, and community-based organizations to establish preventive services payment and delivery systems.
Dmitriy Goryachev, M.S.
Mr. Goryachev is the Director of Econometrica’s Data Analytics Group (DAG), a team of programmers, analysts, data scientists, statisticians, and economists working on a variety of projects for clients in the private and public sectors. He directs and provides executive-level oversight on data analysis, internal corporate quality control, production of complex deliverables for federal clients, and maintenance of data and documentation on multiple projects at Econometrica. He currently serves as the Project Director on the Open Payments Program Analytics contract with CMS.
Juli Simon Thomas, Ph.D., PMP.
Dr. Simon Thomas is a Senior Data Analyst and Program Manager with more than 15 years of experience spanning government consulting, academic research, and healthcare analytics, including published research in health outcomes, behavioral economics, and social policy. She also brings experience working with veteran populations across the United States, some of whom experienced bouts of homelessness, and health centers in many areas of the United States, including rural areas.
