Econometrica built a web-based e-learning course for CDC Foundation’s Monitoring the Global Tobacco Epidemic: Data to Action course. This e-learning course supports CDC Foundation’s goal of helping countries understand how to use data to combat the tobacco epidemic. The course was translated from English to Spanish, Russian, French, and Mandarin Chinese. Econometrica and CDC Foundation worked collaboratively to develop the e-learning course and ensure that it is accessible, interactive, and engaging.

Additionally, the Econometrica Team created short, animated videos using Animaker, Camtasia, and Headliner for inclusion within the course.

Biden-Harris Administration Announces Efforts to End Hunger and Reduce Diet-Related Disease in U.S.

In September, the Biden-Harris Administration released an $8 billion plan to confront the food insecurity and diet-related diseases afflicting many Americans—particularly among underserved communities like the elderly, the LGBTQ+ community, military families and veterans, communities of color, and rural areas.

Announced during the White House Conference on Hunger, Nutrition, and Health, the Administration’s strategy to combat these health issues includes both private- and public-sector efforts organized around five guiding pillars:

  • Pillar 1: Ensuring that everyone—including urban, suburban, rural, and Tribal communities and territories—has access to and can afford food. The administration will tackle hunger and food availability through various laws, credits, and strategies to end hunger by improving jobs recovery, lowering child poverty rates, reducing healthcare costs, and more.
  • Pillar 2: Integrating nutrition and health. The administration plans to include nutrition and food security when measuring overall health, including disease prevention and management, and to ensure that the needs of all people are addressed through the healthcare system.
  • Pillar 3: Creating an environment where all people can make informed, healthy food choices; have access to healthy food; and are encouraged in their schools or workplace to lead healthier lives. Educational campaigns will be developed to resonate with specific communities in a culturally appropriate way.
  • Pillar 4: Making physical activity easily accessible to all by increasing awareness of the benefits of physical activity and making safe places so that everyone can be physically active.
  • Pillar 5: Improving the research associated with nutrition and food security, with a focus on improving nutrition metrics, data collection, and research to help shape nutrition and food security policy, particularly around issues of equity, access, and disparities.

Bundled Payments for Care Improvement Advanced (BPCI Advanced) Model

Launched on October 1, 2018, the Bundled Payments for Care Improvement (BPCI) Advanced Model tests whether the linking of payment for a clinical episode may improve care quality while reducing Medicare price.

This month, the Centers for Medicare & Medicaid Services (CMS) announced a 2-year extension of the program, including a new opportunity for applications. Early in 2023, CMS plans to announce a request for application (RFA) to those eligible to participate in the extended years (2024–2025). For those participating in Model Year 6 and those who previously participated but are no longer active, there will be opportunity to apply for Model Year 7 (2024).

Other changes will be made to improve pricing methodology and encourage engagement among providers and suppliers, including:

  • The CMS discount for medical clinical episodes will be reduced from 3% to 2%.
  • The Peer Group Trend Factor Adjustment cap for all clinical episodes will be reduced from 10% to 5%.
  • Major joint replacement of the upper extremity (MJRUE) will be made a multi-setting clinical episode similar to the major joint replacement for the lower extremity (MJRLE) clinical episode.
  • Clinical episodes where beneficiaries are diagnosed with COVID-19 will no longer be excluded from the model.

As CMS continues to strive for better integration of primary and specialty care and cater to an increasingly complex population of beneficiaries, Econometrica is excited to continue our work supporting BPCI Advanced participants in understanding the model’s quality measure submission requirements and their performance in the model. HUD Publishes Guidance Materials About Radon

About RadonThe U.S. Department of Housing and Urban Development (HUD) recently published fresh guidance related to radon in housing on the HUD Exchange site.

Econometrica is working with HUD to develop the guidance to raise awareness about the dangers of radon and strategies to reduce exposure. Radon is an odorless, colorless gas that is a risk factor for lung cancer when it accumulates inside a home. With testing and mitigation, exposure to radon can be reduced to safe levels.

New HUD Reports Explore Recent AHS Data

HUD Renters CoverPagesBETHESDA, MD – The U.S. Department of Housing and Urban Development (HUD) released two new reports about the examining data provided by the American Housing Survey (AHS). The reports, prepared by Econometrica and SP Group, take a deep dive into several aspects of the AHS in recent years.

The AHS, sponsored by HUD and conducted by the U.S. Census Bureau, provides information on both the current state of housing inventory and the characteristics of its occupants. Econometrica has provided analytic support on the AHS under several contracts with HUD for nearly two decades.

The first report, The Usefulness of the GUTREHB Variable, evaluates the variable GUTREHB, which was added to the AHS in 2015, and identifies its utility and reliability. This variable sought to identify owner-occupied units that had undergone gut rehabilitation within the previous 10 years.

The authors identified three categories into which problems with the variable fall:

  1. Serious inconsistencies in responses undermine user confidence in the response to GUTREHB for a given unit in any specific survey.

  2. The analysis shows that units with positive responses to GUTREHB have higher renovation costs than those with negative responses to GUTREHB, but the observed costs still appear less than expected.

  3. The AHS collects data on several other variables associated with renovation, but the report found that the relationship between GUTREHB and these other variables is weaker than anticipated.

The second report, Characteristics of HUD-Assisted Renters and Their Units in 2019, uses data from a supplemental survey included in the 2019 AHS and administrative data matching to describe key features of both the rental housing assistance that HUD provided and the households that HUD served. The report analyzes how HUD-assisted rental stock has changed over previous three decades and examines the location of HUD-assisted housing, the quality of the units, and tenant satisfaction.

The report showed that HUD-assisted stock is in fairly good condition, with only 2.4 percent of units severely inadequate in 2017, about the same as unassisted units occupied by very low-income renters.
