As the prime contractor, Econometrica will lead this AHRQ contract with our partner, Westat, Inc., to provide recommendations to inform the fielding of the Medical Expenditure Panel Survey (MEPS) beginning in 2020. Our work includes developing information to support two enhancements to the existing MEPS: (1) identifying effective methods to collect detailed information about the benefits covered by insurance plans from a variety of sources, and (2) assessing the feasibility of implementing a dual-frame sampling design to enable MEPS to focus on important subpopulations such as veterans and Medicaid recipients.

Open Payments is a congressionally mandated national transparency program, designed to provide the public with information regarding the financial relationships between the healthcare industry (pharmaceutical and medical device manufacturers and their distributors) and healthcare providers (physicians and teaching hospitals). The purpose of this contract is to ensure that data collected through the Open Payments system are accurate and complete prior to publishing to the public. Econometrica and our partner, Acumen, LLC, will assist the Government by aggregating and matching information from various datasets to accurately summarize the business relationships between the healthcare industry and providers. On a weekly basis, Econometrica and Acumen will analyze the data for completeness and accuracy. The team will flag errant records and will work with the Centers for Medicare & Medicaid Services to correct the incorrect data. The Econometrica Team will also work to identify parties that should be entering data into the Open Payments system but are not. Econometrica will also conduct ad hoc tasks that will reinforce the Open Payments system, such as identifying ways to increase the speed at which compliance checks can be made.

Econometrica will provide support services for the U.S. Economic Development Administration, the coordinating agency for the Recovery Support Function under the National Disaster Recovery Framework (NDRF). NDRF provides a structure for all Federal agencies to participate in ongoing disaster planning and recovery.

In this Blanket Purchase Agreement, Econometrica will provide on-demand expertise in economic recovery, economic resiliency, economic development, workforce development, economic analysis and research, and training, as the need arises.

As the monitoring contractor, Econometrica supported 33 Tribal Injury Prevention Cooperative Agreement Program (TIPCAP) grantees in 9 IHS Areas. Econometrica provided technical assistance and guidance in program planning, development, implementation, evaluation, and reporting. In addition, Econometrica provided training, promoted knowledge sharing, and conducted other skill-building activities to improve program capacity and injury prevention program sustainability.

Under a contract with the Transportation Security Administration (TSA), Cross-Modal Division, Economic Analysis Branch, Econometrica provides economic and statistical analysis, rulemaking development and support, and program management services. Econometrica supports eight task areas under this contract:

  1. Research and analysis: Conducts research and analysis of the transportation industry, existing regulations, industry standards, strategies, and practices pertaining to regulatory action and report findings.
  2. Process development, analysis, and mapping: Identifies program elements necessary to execute regulations such as setting standards, compliance reviews, recurrence, updates/modifications, stakeholder outreach, and other essential processes.
  3. Economic data collection: Supports requirements of Regulatory Impact Analysis (RIA) and Final Regulatory Flexibility Assessment and gathers data to support population surveys of regulated industry.
  4. Economic data analysis: Assesses cost impact of regulatory action utilizing a cost–benefit, cost-effectiveness, or break-even analysis and provides data and cost association based on developed risk scenarios.
  5. Public comment support: Develops and manages a process that receives, sorts, tracks, records, reports, and supports public comments via the Federal Register process.
  6. Public meeting support: Holds approximately 10 public meetings a year to support the regulatory agenda and participates in planning sessions to discuss meeting logistics.
  7. Technical writing: Provides onsite and offsite editors to edit rulemaking documents such as preambles, regulatory text, discussion papers, and other documents to support the regulatory justification suitable for publication in the Federal Register.
  8. Project management: Assists in coordinating the planning and tracking of information and activities with TSA components to promote timely integration and to meet regulatory deadlines and prepares timelines, project briefings, and status reports to support the rulemaking process.
