Econometrica provides training and support to HUD’s Field Economists. Each year, we review and critique approximately 60 Comprehensive Housing Market Assessments that HUD economists prepare for the public to use in understanding the condition of local housing markets around the country. We train HUD Field Economists in basic and sophisticated housing market analysis techniques and tools through eight online training sessions and one in-class training session per year. Econometrica also makes recommendations regarding housing market data-source providers and analytical products.

The Minnesota Housing Partnership (MHP) contracted with Econometrica to develop a database of innovative programs that support homeownership. The Econometrica Team conducted an extensive search, focused on the following types of housing domains: cross-cultural outreach, displacement prevention, elderly/disabled, employee, grants, counseling, loan/mortgage, low-income, multigenerational, self-helps, and veterans. We identified programs targeted at underserved populations that used innovated strategies to provide an entry to homeownership. Econometrica provided a database that MHP included as an appendix to their report, COMMUNITY FIRST: Ensuring Housing Development Meets the Demands of the Market and Existing Residents. This report was published on the HUD Exchange website in December 2017. The Houston Housing Authority (HHA) contracted with Econometrica to analyze the site benefits, neighborhood effects, and economic impacts of the development of new affordable housing on three sites around the Houston, TX, area. These studies were intended to support HHA’s application to HUD for funding approval and to provide advice to HHA on the feasibility and desirability of its development plans. One project would replace a public housing project that had been demolished due to extensive hurricane damage. The other two were mixed-finance projects that would be built with Low-Income Housing Tax Credit financing. Issues examined included affordable housing preservation needs, compliance with fair housing standards, transportation linkages, and integration with the city’s development plan. Econometrica toured the sites, collected data on the sites and surrounding areas, analyzed the data, and estimated the social and economic impacts of developing and operating the sites as affordable housing.
