OneCPD is a HUD initiative that provides technical assistance (TA) for HUD’s Office of Community Planning and Development (CPD) grantees. OneCPD+ was HUD’s first expansion of the OneCPD TA Cooperative Agreement system outside the CPD office and into HUD’s other offices and programs, such as the Office of Public and Indian Housing and Office of Housing. Eligible TA activities include needs assessments, direct TA and capacity-building engagements, developing and maintaining tools and products, and self-directed and group learning. Econometrica was awarded a third-straight TA grant through the OneCPD+ Notice of Funding Availability competition and was asked to provide TA to public housing agencies (PHAs) designated as in troubled status as determined by HUD. Assignments issued under this cooperative agreement include providing direct TA to six PHAs in New York State; conducting a needs assessment and providing direct TA for the Housing Authority of the City of South Bend, IN; and providing logistical support for a training series and performing actual training across the country related to the issuance of HUD’s latest Capital Fund Guidebook.

Econometrica is under contract with the Housing Opportunities Commission of Montgomery County (HOC) as a Real Estate Development and/or Financing Consultant. In this role, Econometrica is available to support the HOC with structuring real estate transactions; identifying private and public funding sources; advising on the disposition of real estate assets; and, as needed, negotiating limited partnerships with outside developers and/or investors to develop, own, or manage real estate projects.
