“Sampling for Auditors” Provides Accountants With Tools for Sampling

The Presentation From Econometrica’s Senior Economist Aims to Leverage Accountants’ Knowledge of Data

On May 17, 2018, Econometrica’s Senior Economist aimed to demystify some of the concepts of sampling and give accountants, who are the experts in the data, tools to talk about sampling with statisticians. In his presentation, “Sampling for Auditors,” Dr. Bellemore explained key sampling concepts such as the identification of relevant parameters, the identification of relevant characteristics, the appropriate sampling techniques, and the development of spreadsheet models.

Dr. Bellemore believes that accountants’ expert knowledge of data is integral to increasing efficiencies in processes with statisticians.

“Accountants have in-depth knowledge of the data which is critical to get an accurate reading on whatever population they are studying,” Dr. Bellemore said. “Oftentimes, these idiosyncrasies in data help identify what is going on in the population. If the accountant has an idea of what the statistician is trying to do, it is now much easier for the accountant to convey the important components of the data set to the statistician to produce more effective and accurate results.”

The presentation came as part of the Association of Government Accountants’ (AGA) Dallas Chapter’s Professional Development Training event. AGA is a member organization for Government financial management professionals. Dr. Bellemore presented along with four other speakers on topics ranging from sampling for auditors, IT controls for non-IT auditors, overview of the 2017 Yellow Book Exposure Draft, and ethics.

Dr. Bellemore has been an applied microeconomist for more than 25 years.
