Econometrica will provide support services for the U.S. Economic Development Administration, the coordinating agency for the Recovery Support Function under the National Disaster Recovery Framework (NDRF). NDRF provides a structure for all Federal agencies to participate in ongoing disaster planning and recovery.

In this Blanket Purchase Agreement, Econometrica will provide on-demand expertise in economic recovery, economic resiliency, economic development, workforce development, economic analysis and research, and training, as the need arises.

Rental Assistance Demonstration (RAD) Evaluation

Econometrica is conducting an evaluation of HUD’s RAD program to examine what new opportunities RAD creates for public housing authorities (PHAs) to improve public housing physical conditions, how RAD helps PHAs preserve those units over the long term, and the impact of these changes on tenants. Econometrica is collecting quantitative and qualitative data from primary and secondary sources and analyzing those data. In addition, Econometrica is conducting surveys to capture information on the experiences of the individuals and organizations implementing the program.

To meet the challenge of OneCPD’s new approach to the way HUD provides technical assistance and capacity building, Econometrica has joined forces with a team of more than 60 cross-disciplinary community development practitioners and firms from across the country. The Econometrica Team conducts needs assessments of grantees to determine the nature and scope of technical assistance and capacity building needed; provides direct technical assistance based on results of the needs assessments; and develops tools and products to assist Office of Community Planning and Development (CPD) grantees in understanding relevant CPD and federal requirements. Under OneCPD2, the team has provided needs assessments and TA to grantees in California, Mississippi, New Jersey, North Carolina, and Pennsylvania and has conducted outreach sessions and group activities throughout the country.

The OneCPD Integrated Practitioner Assistance System (OneCPD) provides comprehensive, needs-based, and cross-program technical assistance to maximize the impact of HUD funds. HUD’s Fiscal Year 2010 Technical Assistance and Capacity Building under the Transformation Initiative Notice of Funding Availability, commonly referred to as OneCPD1, was HUD’s first attempt to integrate their multiple technical assistance awards within the Office of Community Planning and Development (CPD) under a single program.

Econometrica has supported HUD’s American Housing Survey (AHS) since 2002. Econometrica provides technical support to ensure AHS data quality, including conducting survey quality control, maintaining survey technical documentation, developing a bibliography of sources that use AHS data, and conducting special studies.
