Econometrica estimated the benefits to consumers of the proposed requirements and the costs to U.S. and foreign air carriers and U.S. airports of the application of the proposed requirements to them. We addressed U.S. Department of Transportation and U.S. Office of Management and Budget comments/questions on the regulatory evaluation and revised the document, as needed, providing a regulatory flexibility analysis to accompany the NPRM.
