Econometrica Supports the Millennium Challenge Corporation With Technical Assistance
Econometrica recently partnered with prime contractor, International Development Group LLC (IDG), to provide economic analysis and independent evaluation of the Roads and Bridges Activity in Cabo Verde for the Millennium Challenge Corporation (MCC).
MCC is a U.S. Government corporation that provides funding for economic growth and poverty reduction projects in carefully selected countries. One of the countries MCC selected includes Cabo Verde, an island country comprising 10 islands in the Atlantic Ocean off the western coast of Africa.
MCC’s first Compact with Cabo Verde included the Roads and Bridges Activity project—part of the Compact’s overall Infrastructure Project—that aimed to improve Cabo Verde’s poor road, bridge, and maritime transportation infrastructure. The $28 million project—completed in 2010—sought to increase integration of internal markets and reduce transportation costs.
Econometrica is assisting IDG with conducting a post-project evaluation of MCC’s Roads and Bridges Activity project in Cabo Verde. Chris Holleyman, one of Econometrica’s senior transportation economists, joined a team of experts from all over the world and visited Cabo Verde in December 2017 to start the evaluation process with a scoping and feasibility study.
The team started gathering information needed to estimate the economic rate of return on MCC’s Roads and Bridges Activity investment, evaluate the government’s current maintenance practices, determine who is traveling on the roads, and assess the transportation market structure.
The immediate goals of MCC’s Roads and Bridges Activity are to link agricultural and fishing communities to the main traffic and to improve mobility among the islands. These outcomes will help MCC reach their ultimate goal of supporting economic growth and reducing poverty in Cabo Verde.
