BOEM Cost Recovery Fee Study
Key Work Areas:
- Data Analysis
- Data Collection
- Program Evaluation
- Statistical Analysis
- Cost Analysis
Econometrica evaluated BOEM’s current cost recovery fees to determine whether the full cost of providing a requested service is captured through the relevant fee and recommended adjustments to those fees. The team also recommended new fees for services that BOEM currently provides without charge. Econometrica and our subcontractor used interviews with current BOEM staff, data from the Bureau’s databases, and historical documentation of previous work in this area. Econometrica analyzed the impact on BOEM’s budget of changes to current fees and the establishment of the new fees. Our subcontractor studied the administration of the fee recovery programs and the controls in place over them within the Bureau. Econometrica identified challenges to control of those processes and made recommendations to correct those challenges.
